Chenoa man attending conference for inventors By Mary Ann Flick CHENOA The eighth annual National Inventors Day in Arlington, is scheduled for Feb. 9 and 10 and a Chenoa man will be one of about 100 inventors exhibiting inventions. The man is Kenneth Wilson. His invention is the carriage cycle.

Wilson was issued a patent for his three-wheeled vehicle in January 1979. It was because of that patent that he received an invitation to the exhibit. James Rowland, a patent examiner, was responsible for selecting Wilson's invention. "I was going through the patents in the classification of non-powered vehicles when I came across Wilson's," Rowland said. "He lived in an in between area, not too far away, so I sent him an invitation." Usually, Rowland said, if an inventor lives too far away, he or she won't come to the exhibit.

Wilson accepted and is getting things ready for the trip. He said the patent commission offers a table and room for a display, but because his invention is bulky he said he won't need a table, just room. Wilson has a couple of carriage cycles SHAMBLES by FRED WAGNER James Phelan LINCOLN (PNS) James T. Phelan, 80. of 702 N.

CAPE CANAVERAL, Fla. (AP) -Space agency officials say the Space Shuttle program, plagued by a string of missed deadlines, should be off the ground by fall but it will cost about $3.5 billion more than expected nine years ago. "Although we are still aiming at a June date, I think the most probable date will be in September or October and that we are likely to get it done before the end of the year," Robert Frosch said Saturday after the conclusion of a series of simulated flights of the orbiter Columbia.

Frosch, administrator of the National Aeronautics and Space Administration, said it's still possible the launch of the first orbiter could slip into 1981. Officials once hoped to have a shuttle in space by 1979. But Frosch called the simulated flights "a major milestone." "We are very pleased and somewhat surprised that it went as rapidly and quickly as it did," he said. Several of the simulated launches were delayed, but by problems simulating the mission rather than problems that could occur during a real space flight. Crew members for the first mission, former Navy Capt.

John Young and Navy Cmdr. Robert Crippen, said they are anxious to take the Columbia into orbit. "My confidence level has gone up," Young said. The veteran of four space missions, including a lunar landing, said the Columbia is more complex than the Apollo moon vehicle. Frosch said one milestone was passed with the successful firing of engines designed to propel the shuttle into orbit.

The engines were fired successfully for the first time Dec. 17 at a NASA facility in East Bay St. Louis, Miss. In 1971, the predicted cost for the program was $5.1 billion. Frosch said he expects a 19 to 20 percent overrun for a cost $8.6 billion.

It can carry groceries, camping gear or whatever the owner might need it to carry, Wilson said. The carriage cycle is safer than a tricycle, he said, because it leans as one steers to avoid toppling over. That feature, together with the carrying space, separate Wilson's three-wheeler from others that also are patented, he said. Wilson said he hopes to manufacture the carriage cycle. However, no one has offered him financial support.

Rowland said the patent commission does not allow inventors to sell their items at the exhibit, but there is a possibility that contacts might be made. Generally, Rowland said, the exhibit is viewed by the general public and not by business representatives. However, he said, in the past such companies as Westinghouse and Poloroid have had exhibits at the fair. At any rate, it will be an opportunity to tell people about the carriage cycle, and Wilson said that is enough to make him happy.
