In separate but related action this week, the Department of Conservation also announced that camping fees for department-managed camping areas will also be raised. Since this is another area of the department's operations where expenses far exceed the revenues generated, the primary users campers are going to have absorb more of the cost if they don't want a cutback in the quality of the camping program.

Dr. Kenney stated, "Since we are aksing sportsmen in the state to support fishing and hunting license fee increases to help keep pace with inflation and to fund a new fish hatchery, we feel it is only fair to ask our campers to help provide the funds we need to adequately operate our campgrounds for instance to provide services such as better night security." The new fees will be as follows: Class A campsites (modern toilet buildings with shower, electricity and Sportsmen's Report applications received each year, to increase the number of conservation police officers in the field and to conduct research on and improve management techniques for the deer herd. Hubbard At a Friday press conference at Springfield and Chicago, Dr. David Ken-ney, director of the Department of Conservation, announced the state's formal position regarding proposed license fee increases for Illinois sportsmen. Dr. Kenney outlined the need for fees to be set between those originally talked about by Governor Thompson and those recently introduced in House Bill 528.

The pending legislation proposes that fishing licenses sell for $5 and deer permits cost $12.50. The department would like to see House Bill 523 amended to make fishing licenses $7 and deer permits $20. Additionally, they are recommending that a combination huntingfishing license be offered for $15. These fees were arrived at as a result of studies conducted by the conservation staff and discussions with sportsmen's groups around the state. Stressing the point that improved hunting and fishing in the state is going to be paid for by sportsmen.

Dr. Kenney said, "If we are to have the kind of fisheries and wildlife management that leads to quality fishing and hunting experiences, we must have the money to pay for these services." He also re-emphasized that increased revenues from higher license costs would go into the department's fish and game fund to be used for services to benefit the angler and hunter. The problem with fishing licenses being raised to only $5 is that there are two areas in need of immediate attention by the department: 1) an improved fisheries management program and 2) a new fish hatchery. An increase in the license cost to $5 wouldn't provide the additional revenue to fund both projects, and without one the other won't do much good. A $7 fishing license would allow for construction of the new fish hatchery as well as implementation of an upgraded management program aimed at improving streams and lakes, increasing the number of places to fish and hiring more biologists.

The $7 license would be expected to generate about $5 million a year in new money. Of this, the department would apply the first $1.5 million to fish management and the other $3.5 million to construction and operation of the new fish hatchery system. The higher fee for deer permits would allow the department to automate the permit allocation system in order to effectively process the more than 90,000 mm (Ra?
