"The struggle will change," an unarmed member of the rebels' urban faction shouted through a megaphone during Thursday's publicity act "It will no longer be an armed struggle, but a political one." After the signing, the estimated 3,000 remaining members of the Guatemalan National Revolutionary Unity may actually face their toughest struggle in 36 years of armed conflict The transition from armed guerrillas to normal citizens will take millions of dollars, hundreds of people, and tons of hard work. The United Nations estimates that demobilization and disarmament alone will cost about $3 million. Once a viable military force seeking to topple the government, Guatemala's leftist rebels were decimated during the army's scorched-earth campaigns of the 1980s. With no military victory in sight, the war-weary rebels entered into peace talks with the government six years ago.

In Madrid earlier this month, the two sides approved a three-month plan for the remaining rebels to lay down their arms and return to society. Dozens of other vehicles were trapped on the bridge by the wreckage, and the soaring span across the mouth of Tampa Bay was closed in both directions.
